Meghalaya Sericulture & Weaving Scheme

The Chief Minister’s ELEVATE program, a flagship initiative by the Government of Meghalaya, is designed to engage and empower the youth through entrepreneurship, positioning them as active partners in the state’s development. This program provides comprehensive support to a diverse range of entrepreneurs, including individuals, collectives, village organizations, and traditional institutions, facilitating the establishment and growth of businesses across various sectors. Its primary goal is to foster employment, engagement, and empowerment among the youth of Meghalaya by promoting entrepreneurship and ensuring easy access to credit through collaboration with various banks as financial partners of the program. To mitigate the associated credit risks, the Government offers front-end subsidies in the form of down-payments and back-end subsidies in the form of EMI co-payments. Through this program, entrepreneurs, whether individuals, collectives, village organizations, various business entities, or traditional institutions, gain seamless access to a variety of schemes via a unified online portal. The program encompasses a wide array of sectors, including agriculture, horticulture, veterinary and animal husbandry, sericulture & handloom, tourism, entertainment, sports, wellness, and any economically beneficial business ventures for the people of the state.

Scheme Details

About

The weaving tradition of Meghalaya dates to hundreds of years. History shows that floor looms aka Thain Madan of Khasi tribe and loin looms of the Garos have produced traditional attire worn by our communities. Beautiful and intricate designing patterns woven on locally made fabric are used to produce stoles, shawls, and traditional attire such as Jainsema and Dakamanda. These fabrics are made from hand spun/reeled yarn from locally available silk such as eri and muga silk.

With over 80% of the population of Meghalaya living in rural areas, access to multiple livelihood activities is crucial in improving quality of life. Beyond agriculture and tourism, sericulture and handloom can provide a robust safety net to the rural households. Also, as traditions are fading away there is a dire need to protect the livelihoods of communities, especially women engaged in the sector.

To provide adequate impetus to the sector, “Meghalaya Sericulture & Weaving Scheme” has been mooted. It seeks to address the challenges through an integrated value chain approach with entrepreneurs and collectives as the pivots. The scheme aims to unlock the hidden potential of our entrepreneurs and collectives to turn the tables and place Meghalaya’s Yarn and Fabric on the international silk map.

The scheme will specifically focus on “Eri Silk” as it is an exclusive heirloom and traditional fabric of Meghalaya whose fibres come from the cocoon of the domesticated eri silkworm, Philosamia ricini. It will also extend support to “Muga Silk” due to the unique climatic conditions suitable for the same. The scheme will provide credit linked subsidies to individual entrepreneurs and collectives for setting up of grainages for production of Disease Free Layings (DFL) of Eri and Muga silk worm, spinning/reeling cum natural dyeing units and weaving units. Each applicant can select one of the five options under the scheme. These activities can plug the challenges of inadequate supply of DFL, lack of quality yarn and low production of fabric.

With respect to the above, the government is launching the “Meghalaya Sericulture & Weaving Scheme” to provide credit linked subsidies to the selected individuals and collectives. This scheme will be implemented by the Department of Textiles, Govt of Meghalaya.

Objectives

  1. Enhanced incomes: By providing targeted solutions in the sector, women spinners and weavers can scale up the production of yarn and fabric, resulting in improved incomes.
  2. Generation of inclusive employment: As the sericulture and handloom sector is labour intensive (dominated by women), the scheme will provide employment opportunities for women in rural areas. It will ensure sustainable livelihoods without migrating to urban spaces within the safety of their villages.
  3. Boosting rural economy: The multiplier effect of reviving a traditional cottage industry can be seen through the improved purchasing power of rural households. Revival of natural dyes can provide better incomes to farmers engaged in the cultivation of onion, lac, turmeric etc.
  4. Conserving cultural heritage: At a time when traditions are losing their fight to modern clothing, the scheme aims to preserve the cultural heritage of multiple ethnic communities of Meghalaya including the minor tribes of the state.

Who can apply?

  1. Individual silkworm rearers, eri spinners, muga reelers & weavers
  2. Collectives who are currently engaged in the sector
  3. Registered entities: Any group/entity registered in Meghalaya such as Cooperatives, Societies etc
  4. Unregistered entities: Unregistered collectives such Self Help Groups, Producer Groups etc

 

Note:

Applications shall not be ordinarily considered for the following

  1. Following individuals (currently employed as full-fledged or contractual, or retired and drawing pension) and their Immediate family members which includes spouse, parents, and children up to the age of 30
    • state and central Government employees
    • employees of public sector undertakings, subsidiaries of public sector undertakings and divisions of public sector undertakings etc.
    • any individual whose job is concerned with politics such MLAs, MLCs, MPs etc. or seeking to hold a similar position in government
    • registered class-1 contractors
    • consultants who are currently engaged with state or central government
  2. Only one member from a family is eligible for the scheme.
  3. Pressure groups and organizations that are primarily political in nature.

Eligibility Conditions and documentation required

Eligibility Conditions

As the scheme is aimed at reviving the sericulture and handloom sector of Meghalaya, the scheme is only eligible for individuals, registered institutions and unregistered entities already engaged in the sector. These include entrepreneurs, spinners, weavers, Cooperative Societies, Village Organizations, Self-Help Groups, Farmer Producer Organizations, and other such community-based organizations/societies.

The eligibility criteria are designed to ensure that the selected individuals/collectives are residents of Meghalaya, have secured appropriate land arrangements, and are willing and capable of making the expected contribution towards successful completion of the project.

  1. Residency requirement: Entrepreneurs must be residents of the state of Meghalaya. Valid identification documents demonstrating residency will be required as part of the application such as registration certificate or address proof of the organization/society.
  2. Land availability for construction (if applicable): The application must include proof of land ownership or a valid lease agreement for the proposed Spinning/Weaving/Grainage establishment. If the land is owned, documentation demonstrating ownership will need to be provided.
  3. Employment requirement: The entrepreneurs must commit to employing locals (if any employment generation activity is being undertaken). This criterion aims to promote job creation and contribute to local employment opportunities.

Eligibility criteria for individuals
  1. Individuals who are permanent residents of Meghalaya are eligible for the scheme.
  2. Eligibility criteria for Individual eri spinners/ muga reelers/ weavers:
    • Must have completed training in spinning/weaving: A completion certificate in spinning/weaving from a registered training provider can be submitted OR A bona fide certificate issued from District Sericulture Officer/District Handloom Officer stating the skill/ expertise of the individual OR a Handloom ID issued by Dept of Sericulture & Weaving, Govt of Meghalaya.
    • For Grainage applicants, the individual should have minimum educational qualification of 10th pass and shall have a bona certificate issued from District Sericulture Office stating the prior experience (minimum of 2 years) of the individual in production of layings.
    • Must be above 18 years of age and below 58 years of age.
    • Must provide valid government ID proof with an address such as Aadhar Card, Voter ID, Passport etc.
    • Shall not be a credit defaulter from any bank.

Eligibility criteria for the Registered community-based entities
  1. Must provide an Incorporation Certificate /a registration certificate / Trade license/ GST Certificate whichever is applicable
  2. Must be based in the village for which the program is being availed
  3. The registered entity must have at least 10 members.
  4. Must have prior experience in spinning and weaving: A bona fide certificate issued from District Sericulture Officer/District Handloom Officer stating that at least 5 members of the collective are spinners/ reelers/ weavers OR a valid Handloom ID card for a minimum of 5 weavers issued by the Department of Handloom, Govt of Meghalaya has to be submitted.
  5. Should employ a minimum of 5 spinners/weavers given through an undertaking.
  6. For Grainage applicants, the entity should have staff with minimum educational qualification of 10th pass and shall have a bona certificate issued from District Sericulture Office stating the prior experience (minimum of 2 years) of its members in production of layings.
  7. Must have an active bank account and submit the bank statement of the last 6 months.
  8. Must have been in operation for at least two years
  9. Should possess land, either self-owned or on lease, and so on., duly verified by the competent authority *


Note: * – In absence of any valid document, certificate, or other requisite documents, a duly attested certificate from the Block Development Officer (BDO) can be submitted and then same may be considered as proof.

Eligibility criteria for the non-registered entities

Non-registered groups include Self-help groups (SHGs), Community-based organizations (CBOs), Producer groups and other such community-based organisations.

  1. The non-registered entity must have a framework that outline the group’s structure, objectives, and procedures.
  2. The non-registered entity must have at least 10 members.
  3. Must have prior experience in spinning and weaving: A bona fide certificate issued from District Sericulture Officer/District Handloom Officer stating that at least 5 members of the collective are spinners/reelers/weavers OR a valid Handloom ID card for a minimum of 5 weavers issued by the Department of Handloom, Govt of Meghalaya has to be submitted.
  4. For Grainage applicants, the entity should have staff with minimum educational qualification of 10th pass and shall have a bona certificate issued from District Sericulture Office stating the prior experience (minimum of 2 years) of its members in production of layings.
  5. Must have an active bank account and submit the bank statement of the last 6 months.
  6. Must be based in the village for which the program is being availed
  7. Must have been in operation for at least one year.
  8. Should possess land, either self-owned or on lease, and so on., duly verified by the competent authority*

Individuals and collectives are required to complete the application process and submit all the required documents through the online CM-ELEVATE Program Portal.

As proof of eligibility, the individuals and collectives are required to provide proof of their eligibility for the scheme by submitting the required documents mentioned below.

Summary of the financing plan:

Quantum and Nature of Assistance:
  1. Margin Money Support:

Total down payment will be 80% of the project cost and the remaining 20% will be on credit through a bank loan.

    • 5% of the project cost is to be paid by the entrepreneur to the bank
    • 75% of the project cost will be paid by the Government of Meghalaya to the bank.
  1. Additional support:
    • Guidance in application process through implementing agencies
    • Support in project realization of the business venture under this program
    • Training and capacity building of the entrepreneurs to successfully run their business ventures under this program
Financial Aid Disbursement
  1. Down-payment support from the GoM will be transferred to the bank within 15 days of receival of request from the bank.
  2. If any entrepreneur fails to pay the documents and down payment within the specified time after the announcement of the results, the warehouse will be allotted to the next entrepreneur in the waiting list.

Evaluation

Primary criteria for evaluation of the individuals/collectives will be:
  1. Skill in spinning/reeling/weaving of eri silk yarn/ muga silk yarn/ /fabric in the case of individuals
  2. Prior experience in handling of grainage equipment OR production of layings
  3. Ability to mobilise weavers/ reelers/ spinners to run the spinning and weaving units
  4. Identified spinners, reelers and weavers willingness to work with the entrepreneur or collective
  5. Identified buyers ready to buy the yarn or fabric
Shortlisting of applications:

Applications will be shortlisted based on the verification of all required documents mentioned above.

Evaluation Committee:

A “State Level Evaluation Committee” will be constituted to evaluate the applications. The committee will be headed by the Director, Dept of Sericulture & Weaving, Govt of Meghalaya and will have the banking partners as its members.

The list of members of the committee will be notified at a later date.

Personal interviews:

Personal interviews of the screened individuals/cooperative representatives may be conducted by the committee to ascertain the suitability of the entrepreneur for the scheme.

Physical inspection of proposed land (If applicable)

Shortlisted entrepreneurs/collectives will undergo an inspection of the land and relevant documents submitted with the proposal.

  • This inspection is to verify the ownership or validity of the lease agreement for the proposed establishment.
  • It will also assess the suitability and compliance of the land with the project requirements.
Declaration of the final list of beneficiaries
  • The proposals scoring maximum marks and fulfilling all conditions related to spinning/weaving/grainage unit will be accepted for the financial support outlined above.
  • Final list of the selected beneficiaries will be available online
